National Regional League Tournament 2003

This y-Team shall be promoted to the JFL automatically.
And this y'-Team shall be eligible to play in play-off match to decide entry into JFL.
Results of play-off matches are in a file of J.League 2003.

The match days are 22nd, 23rd and 24th November 2003 at Tsurumi green belt in Osaka.

Nine champion teams of each Regional Leagues and 2nd place teams of the Regions including the top four teams of last year's tournament, one college and one JFA recommendation teams which demand to be promoted to the JFL are qualified for the tournament.

In the tournament, when regulation time of the match play fails to determine a winner, the winning team is decided in a penalty shoot-out.

All teams play each other one times.
Teams are allotted three points for a win in regulation play, two points for a shoot-out win, one point for a shoot-out loss, and no points for a loss (except shoot-out loss).
The ranking is determined as follows: 1) total of points, 2) goal difference, 3) total of goals.

In the All Japan tournament, regulation time is 80 minutes.
When regulation time of the match play fails to determine a winner, teams play 'V-goal'(golden-goal) extra time for 20 minutes. If the match is still undecided, the winning team is decided in a penalty shoot-out.
