Nine champion teams of each Regional Leagues and 2nd place teams of the Regions including the top four teams of last year's tournament, the top two teams of the 34th All Japan Tournament are qualified for the tournament.
In the tournament, when regulation time of the match play fails to determine a winner, the winning team is decided in a penalty shoot-out.
All teams play each other one times.
Teams are allotted three points for a win in regulation play, two points for a shoot-out win, one point for a shoot-out loss, and no points for a loss (except shoot-out loss).
The ranking is determined as follows: 1) total of points, 2) goal difference, 3) total of goals.
Yokogawa Electric demand to be promoted to the JFL. The Japan Football Amateur Federation shall recommend the teams to the JFL and the teams will be accepted as full members of the league.
The x-Teams progress to the next round.

The both of finalists,NTT Kyushu and Hokkaido Electric Power, shall be eligible to play in 22nd National Regional League Tournament.
