Nine champion teams of each Regional Leagues and 2nd place teams of the Regions including the top four teams of last year's tournament are qualified for the tournament.

In the tournament, all teams play each other one times.
Teams are allotted three points for a win, one point for a draw, and no points for a loss.
The ranking is determined as follows: 1) total of points, 2) goal difference, 3) total of goals.

Enfini Sapporo changes the team name from Sapporo MAZDA. 'Enfini' is distributors of MAZDA.

Osaka Tai-dai Kemari-dan was an unqualified team for the JFL. The 3rd place team, Seino Transp., is promoted.
