Nine champion teams of each Regional Leagues and 2nd place teams of the Regions including the top four teams of last year's tournament are qualified for the tournament.
In the tournament, all teams play each other one times.
Teams are allotted two points for a win, one point for a draw, and no points for a loss.
The ranking is determined as follows: 1) total of points, 2) goal difference, 3) total of goals.
The x-Teams progress to the next round.
