10 teams of Japan Soccer League division-1 and 18 representative teams of nine regions are qualified for the competition.

The winner, Nippon Kokan, progress to '82 Japan Cup -KIRIN World soccer-.

If two teams are level at the end of regulation time, extra time shall be played.
If the match is still undecided, the winning team (in the final, the winner) shall be decided in a penalty shoot-out.

Nippon Kokan as the winner shall be eligible to play in Japan Cup KIRIN World Soccer '82.

Nippon Kokan as the winner shall be eligible to play in Super Cup 1982.
