10 teams of Japan Soccer League division-1, 18 representative teams of nine regions, the top one team of the Japan Soccer League division-2, Fujitsu, in first half season of the League and the winner of 4th Prime Minister Cup, Hosei University, are qualified for the competition.
If two teams are level at the end of regulation time, extra time shall be played.
If the match is still undecided, the winning team (in the final, the winner) shall be decided in a penalty shoot-out.
Mitsubishi as the winner shall be eligible to play in Japan Cup KIRIN World Soccer '81.
