10 teams of Japan Soccer League division-1 and 18 representative teams of nine regions are qualified for the competition.

Hokusetsu Kemari-dan (Kansai) consisted of graduates and members of second team of Osaka University of Health and Sport sciences.
Osaka Univ. Comm. club (Kansai) consisted of graduates and members of second team of Osaka University of Commerce.
Both Osaka University of Health and Sport sciences and Osaka University of Commerce are not qualified for the competition.

If two teams are level at the end of regulation time, extra time shall be played.
If the match is still undecided, the winning team (in the final, the winner) shall be decided in a penalty shoot-out.

Fujita as the winner shall be eligible to play in Japan Cup KIRIN World Soccer '80.

Mitsubishi as the finalist shall be eligible to play in Super Cup 1980.
