In the Championship, 31 regional representatives(*) including nine regional college football league champions and the winner of Prime Minister Cup are qualified for the championship.
*) the top two teams of Hokkaido colleges league, the top two teams of Tohoku colleges league, the top eight teams of Kanto colleges league, the top two teams of Hoku-shin-etsu colleges league, the top three teams of Tokai colleges league, the top four teams of Kansai colleges league, the top two teams of Chugoku colleges league, the top two teams of Shikoku colleges league, the top three teams of Kyushu colleges league, except the winner of Prime Minister Cup.
In the Preliminary Rounds, all teams play each other one time.
Teams are allotted three points for a win, one point for a draw, and no points for a loss.
The ranking is determined as follows: 1) total of all points, 2) goal difference, 3) total of goals.
In the finals, if two teams are level at the end of regulation time, 20 minutes (in the final, 30 minutes) of 'V-goal'(golden-goal) extra time shall be played.
If the match is still undecided, the winning team shall be decided in a penalty shoot-out.

In the Prime Minister Cup, sixteen regional representatives(*) are qualified for the tournament.
*) One college team is selected to represent each of the nine regional college football tournaments. Four extra teams are selected to represent the Kanto colleges league. Two extra teams are selected to represent the Kansai colleges league. One extra team is selected to represent the Tokai colleges league.
